Tallahassee Democrat: Time to end the preemption binge

“The Legislature has been on a pre-emption binge in the last several years, claiming that economic development and individual freedom is enhanced by preventing cities and counties from enacting regulation in several important areas, like guns. In its recent session, the Legislature enacted sweeping education changes and put a constitutional amendment on the 2018 ballot that will cost counties millions in property tax revenue.


In real life, getting something done in Tallahassee requires persuasion of six or eight people – principally [House Speaker] Corcoran – behind closed doors, long before an idea is heard publicly in committee or on the House and Senate floors.”
