“I don’t think either party, once they get in power in a state, really deals with the city in the way that it needs to. I don’t think either party has a monopoly on really dealing with a city well. Does [a city] have access to enough capital to solve its problems? Because at the end of the day it’s the problem solver. Not the state. Not the federal government. The true unit of the economy is the metropolis.”
